2. Основное правило - в прошлое на 1 уровень.
3. Say и Tell Вы похоже знаете.

Ann told Lena that she was going to take ... for dinner.

4. Обычно перечисление выглядит так:
clear soup, fish and potatoes
или
clear soup and fish with potatoes

4. Обычно перечисление выглядит так:

или
clear soup and fish with potatoes

Тут ошибочки исправила, вроде больше нигде перечисления нет.

Изначально ошибочное предложение - ну никак lately сюда не вписывается

Я не утверждаю, что Present Perfect не употребляется с lately.
Lately не используется с однократными действиями.
Lately - когда действие или состояние длится какое-то время, начавшись в прошлом.
I haven't been feeling very well lately.
I haven't seen him lately.
Перевод - "последнее время" "в последнее время" "за последнее время"

To Scratch: Interesting, I have never met that before. In all my Grammar books they are equal ( lately=recently) no matter English  or Russian, Longman Dictionary- the same... Maybe it's a rare use? I like such examples. Could you give more information, please.

Нет, они по-разному используются.
recently - с однократными действиями. С ним чаще идет Past Simple, особенно в США и Ирландии. Переводим прошедшим.
lately - главным образом в вопросах и отрицаниях. С ним -  Present Perfect. Можно даже иногда перводить настоящим, например,
Последнее время я Сергея не вижу (= не видел).

No, they are not. But there are not so many situations where they are interchangeable.
Er, I don't quite like She has been going out a lot recently, though I may be wrong .

The difference between lately and recently interests me a lot, too. This is the explanation (short, but clear) I once found at wordreference.com, the mother-tongue of the author is British English. It seemed to be in agreement with my own reading experience in English, so I've been following it ever since:

My feeling is that in the negative and interrogative, "lately" and "recently" are pretty much interchangeable (and both of them would tend to be placed at the end of the sentence).

In affirmative sentences, it seems to me that there's more of a difference between them.

I would use 'lately' when I was talking about states or repeated activities (I associate it particularly, but not solely, with the present perfect continuous):

We've been purchasing a lot of books lately.
I've been feeling rather ill lately.
They've been to France a lot lately.

"Recently" can be used in each of the above sentences to replace "lately"; but it can also be used for single actions or events:

They've recently purchased a new hi-fi system
I was ill recently
They went to France recently.

It's also true that "lately" needs to go at the end of affirmative sentences, whereas "recently" can be placed earlier in the sentence.

а для чего в начальном предложении (прямой речи) вообще было like this? - так вы перевели или нет?
The Dean inquires the teacher who the best student  from her/his group is?? (в методичке было of) - моё любимое слово! С ней не поспоришь! Но всё-таки предлог опять не тот. Какой нужен предлог, если учесть, какой это член предложения? А проще вопрос задать.
Кстати, глаголы: explains, begs, appeals, нормально смотрятся? - иногда нормально, иногда нет
